Moldiver is an anime ova series based on the manga of the same name by the creator of hyperdoll.  The series is basically a parody of super hero comics and magical series at the time during the 90s.  In this case its hourman apparently one of the b listers of the dc comics side where here its only a certain amount of time where one can have superpowers to defeat the villains thats what this anime is about characters wearing powersuits and predictably defeating the villains.
